dc.description.abstractAbstract This monograph manipulates the Constitutional regime and its impact on decentralization governance in Sudan, by identifying periods constitutional roles in different eras, and its impact on the system of government and the role of the constitutional developments in determining the most suitable system of society, and its formulation and work on the landing structural reforms through the permanent constitution or any constitutional amendment is based in part address permanent constitution for Sudan, and work to evaluate the experiment insisted, and standing on the positives of the experience, and benefit from the negatives to try to avoid them to lay a shadow shorten true philosophy of decentralization system of values. The survey also touched on decentralization in Sudan since the colonial era through system and the military, and era of the current government as the experience resulted in tow experiments during this phase. Including what was formerly the conventions and then emerged the circumstances of what has been in the framework of a comprehensive peace and a change of the structure of governance in the Sudan, the development stages of his judgment based on experience. The study included four chapters, included then first chapter three topics included the definition and origin of the state and state forms. The second chapter included three sections, also included what the constitution and the development and definition of the constitution and the type and method of issuing and canceling constitutions and constitutional development in Sudan. The third chapter included four sections of what decentralization and its advantages and historical evolution of decentralization in Sudan. Then decentralization in the era of military and democratic regimes, and Fourth, decentralization under the current government in 1989 and it was divided i.e. The fourth section] into three branches, in the first section we talked about the emergence of the Federal system, and the Laws that regulated by the end of the federal system after the peace agreement. The fourth chapter evolved to include federalism the constitution of Nigeria was divided into three section. The First deal with the stages of the Nigerian constitution and the second Federal properties in Nigerian and constraints and the third local Government in Nigeria, it was concluded that the research was finished by the epilogue and finding of research and recommendations and must be noted that there is almost universal consensus opinion that decentralization in the most successful and most effective way to judge each matter how many regulations. The results of the most important results are as follows: 1. The federal rule has become a concept of constants that are not different from the different political forces and societies in general, which means not to retreat because it is more appropriate to the nature of Sudan. 2. Recommendation: To assess the decentralized governance experience with a view to achieving the democratic federal system and to expand the powers and powers of the states.en_US
